In the fall, the Canadian Nurses Association launched an Expert Health Commission, with the mandate to gather opinions from the Canadian nursing community for a new Health Accord with the Federal government. The Commission is co-chaired by Maureen McTeer and Marlene Smadu. ACEN was invited to submit recommendations on leadership issues in health care to the Commission. The ACEN Leadership/Policy Committee agreed with the request and commissioned Dr. Raquel Meyer (Manager, Centre for Learning, Research and Innovation, Baycrest) to write a leadership position paper entitled “Leadership for Health System Transformation: What’s needed in Canada?” Written from a senior nursing leader perspective, the paper offers recommendations of what is required to effectively lead and manage the health care system in the future. The paper was approved by the ACEN Executive, submitted and presented to the commission in February, and published in the current edition of the Canadian Journal of Nursing Leadership (CJNL) Vol.24 Number 4 2012.

ACEN now has over 110 senior nursing leaders, representing academic centres, large community hospitals, home care organizations, regional health care organizations, provincial nursing offices and university deans. In August 2011, at the request of the Executive Committee to make sure all sections of the country were represented, the membership supported the creation of advisory positions to sit on the Executive Committee ensuring that the committee represents the views of nursing leaders from all regions of Canada. The new regional advisors welcomed to the Executive Committee are: WEST (British Columbia/Alberta) – Deb Gordon; CENTRAL (Saskatchewan/Manitoba) – Lori Lamont; QUEBEC – Pina Lariccia; and MARITIMES (New Brunswick, PEI, Nova Scotia , Newfoundland) – Katherine Chubbs. The other positions on the Executive include: Dr. Susan VanDeVelde-Coke (President); Nancy Lefebre (President-Elect); Dr. Joy Richards (Past President) and Dr. Karima Velji (Chair, Leadership/Policy Committee). Note that there is not a regional representative from Ontario, as all the elected positions happen to be from Ontario. Therefore the Executive did not think another Ontario representative was required during this interim period.

Regional representation from across the country on the Executive Committee is not officially part of the present ACEN bylaws, however the changes will be put forward to the membership for approval at the next AGM. In addition, a mechanism to elect regional representation at every AGM will also be put forward for bylaw changes at the next Annual General Meeting.

Less than one year ago, ACEN and the Canadian Nurses Association, supported by Health Canada led a Think Tank to create national nurse indicators for all health care sectors. The Think Tank resulted in a National Steering Committee co-chaired by Sue VanDeVelde-Coke (President, ACEN) and Anne Sutherland Boal (Chief Operating Officer, Canadian Nurses Association) along with a hard working research project team co-chaired by Diane Doran (Scientific Director, Nursing Health Services Research Unit (Toronto site), Lawrence S. Bloomberg Faculty of Nursing) and Karima Velji (Chair, ACEN Leadership/Policy Committee). Over the summer months, the research team wrote two grants; one to determine, using the Delphi method, the nursing indicators that are the most important and relevant to the nursing community, the second to develop methods to determine the feasibility of collecting indicator data from 10 pilot sites across the country. The data will be collated into a common database which will be analyzed and reported to stakeholders.

The ACEN executive committee is thrilled to announce that our two funding requests are moving along well and we anticipate we will be able to announce within the next two months that the funding requests will be successful. More information regarding the two projects will be announced to the membership as soon as we are permitted to do so.

The Nursing Indicator Project was also officially re-titled “National Nursing Quality Report (C)”.

We are very proud of the work that this initiative has accomplished in such a short period of time and truly appreciate the passionate and dedicated efforts of the Steering Committee and the Research Project Team. We would also like to thank Health Canada, Canada Health Infoway and the Canadian Nurses Association for funding received to host the Think Tank, the Steering committee meetings and follow up work that has gone on over this past year.
